Accounting outsourcing means handing your bookkeeping, tax calculations and reporting to an external specialist firm under a contract instead of hiring an in-house accountant. You pay a fixed monthly fee and get a team of specialists who are contractually responsible for deadlines and quality. In Uzbekistan this model is most often chosen by small and medium businesses, sole proprietors, foreign-owned companies and IT Park residents; at WealthWise prices start from 3,890,000 UZS per month.
What is accounting outsourcing, in plain terms
Uzbekistan's accounting legislation lets the company head choose how accounting is organised: set up an in-house accounting department, engage an accountant under a contract, hand bookkeeping to a specialist organisation, or keep the books personally. Outsourcing is the third option. Your company remains the taxpayer and the owner of all data, while the external team does the work: it processes source documents, maintains ledgers, calculates taxes and payroll, and prepares and files reports.
The key difference from a part-time accountant is that you work with a firm, not one person. A firm has cover when an employee is on leave or ill, internal quality control and written obligations under the contract.
What accounting outsourcing includes
The scope of services is always fixed in the contract. A typical core package looks like this:
- bookkeeping: processing bank statements and source documents, accounting for fixed assets, goods and materials (see bookkeeping services);
- tax calculation and preparation of payment orders;
- preparing and filing tax and financial reports on time (tax reporting);
- handling electronic invoices and reconciliations with counterparties;
- responding to tax authority requests and advising on day-to-day transactions.
Depending on the plan, payroll, HR records, management reporting, financial analysis and tax inspection support can be added.
What is usually not included
- restoring neglected books for past periods — a separate project, quoted separately;
- legal support for transactions and representation in court;
- signing documents on behalf of the company head or controlling the money in company accounts.
Who accounting outsourcing suits
- New and small companies for which a full-time accountant is still too expensive.
- Sole proprietors and LLCs with few transactions, where an in-house employee would not have a full workload.
- Foreign-owned companies that need reports on predictable dates and in a language they understand.
- IT Park residents that must carefully meet the conditions of the preferential regime.
- Growing businesses whose in-house accountant is overloaded and needs help with payroll, HR or reporting.
If you have hundreds of transactions a day, complex production and need someone in the office full time, a hybrid model makes more sense: an in-house accountant plus external support. A detailed comparison with calculations is in "Outsourcing vs an in-house accountant".
How the handover works, step by step
- Introduction and diagnostics. You describe your business activity, tax regime, headcount and transaction volume. An accountant assesses the current state of the books.
- Proposal and contract. The scope, deadlines, fee, document exchange procedure, liability of each party and a non-disclosure agreement (NDA) are agreed.
- Handover of documents and access. A handover certificate records what was transferred, for which periods and in what form.
- Opening balance review. The new team reconciles account balances, tax settlements and counterparty balances. If errors are found, you receive a list and a proposal to fix them.
- Working procedure. Deadlines for sending source documents, the communication channel, responsible people and the reporting schedule for management are agreed.
- Ongoing work. Bookkeeping, taxes and reporting follow the agreed calendar, and management receives a clear summary: what was filed and what needs to be paid.
Onboarding usually takes from a few days to two or three weeks, depending on the volume and condition of documents. If the books were kept with errors or not kept at all, an accounting recovery comes first.
Documents to hand over to an accounting firm
- founding documents, registration certificate, taxpayer ID (INN) and the tax regime applied;
- the order appointing the company head and the accounting policy (if approved);
- bank statements and agreements with banks;
- contracts with suppliers and customers, reconciliation statements;
- access to the electronic invoicing system and previously filed reports;
- HR documents: employment contracts, orders, staffing table, timesheets, data from the Unified National Labour System (my.mehnat.uz);
- the accounting software database, if one was kept;
- details of fixed assets and stock of goods and materials;
- materials from past tax inspections and correspondence with the tax authorities.
The company head's electronic digital signature (EDS) stays under your control. The signing procedure is set out in the contract: for example, the accountant prepares a report and the head signs and submits it.
Responsibility and confidentiality
Who is responsible for what
By law the company head is responsible for organising accounting and for the reliability of reports, and outsourcing the books does not remove that responsibility. That is why the contract matters so much: the provider is responsible for the quality and timeliness of its work, and the client for sending complete source documents on time. A good contract states plainly who reimburses penalties and fines caused by the provider's fault, and up to what amount.
How data is protected
- a non-disclosure agreement (NDA) between your company and the provider;
- access to data only for staff assigned to your account;
- document exchange over agreed secure channels;
- return of all data, databases and report copies when the contract ends.

Red flags when choosing a provider
- no written contract, or the contract does not describe the scope of work;
- promises of "zero taxes" or "guaranteed no fines";
- unwillingness to sign an NDA or describe how data will be returned;
- a price well below the market with no explanation of what it covers;
- one person keeps the books with no cover for leave or illness;
- requests to hand over the company head's EDS without any written arrangement.

Frequently asked questions
What is accounting outsourcing in simple terms?
It means an external accounting firm keeps your company's books, taxes and reports under a contract for a fixed monthly fee instead of an in-house accountant.
Is it legal to outsource accounting to another company in Uzbekistan?
Yes. Accounting legislation allows bookkeeping to be handed to a specialist organisation under a contract. Responsibility for organising accounting stays with the company head, which is why a well-drafted contract matters.
How long does the switch to outsourcing take?
Usually from a few days to two or three weeks, depending on the volume of documents and the state of the books. If the books need to be restored, the timeline is assessed separately.
What happens to my data if I end the contract?
The data belongs to your company. The contract should set out how it is returned: accounting software databases, ledgers, copies of filed reports and a handover certificate.
