You can lawfully reduce payroll taxes in Uzbekistan in 2026 — not by lowering rates, but by structuring payments correctly and using reliefs written directly into the Tax Code. The baseline is 12% personal income tax (PIT, withheld from the employee's salary) and 12% social tax (paid by the employer on top of salary). Real savings come from tax-free payments (event-based financial aid, medical care, gifts within limits), PIT reliefs for employees themselves, and special regimes such as IT Park. Envelope salaries and "self-employed" contractors instead of staff do not save money; they push the risk into a future audit.
Payroll taxes in 2026: the base rates
- PIT — 12% for residents (Art. 381 of the Tax Code). The employer withholds and remits it as tax agent.
- Social tax — 12% for most employers (Art. 405). A reduced 4.7% rate applies to employers using the labour of persons with disabilities in specialised workshops, sites and enterprises. The President may set other reduced rates.
- INPS contributions (individual accumulative pension accounts) — 0.1% of taxable employment income.
- Deadlines: the social tax return is filed monthly by the 15th of the following month and annually by 15 February; payment is due on the same dates.
For the payroll process itself, see payroll best practices.
Lawful ways to reduce the payroll tax burden
1. Tax-free payments under Article 378
The Tax Code lists income exempt from PIT. The most useful for employers are:
- Financial aid on the birth of a child, the marriage of the employee or their children, the death of a family member, a work injury or occupational disease — up to 4.22 times the minimum wage per year.
- Gifts in kind to employees — up to 2.11 times the minimum wage per year.
- Payment for medical care of employees and their children — when paid cashless to a healthcare provider or paid out against the provider's documents.
- Compensation for holiday vouchers for employees' children (under 16, students under 18) to health camps and sanatoriums in Uzbekistan.
Financial aid listed in Article 377(10) is not an incentive payment (Article 372(4)), so as a general rule it is also outside the social tax base, which is built from employment income. The one condition: the event must be real and documented (birth or marriage certificate, etc.). Replacing a bonus with "financial aid" without an event is not allowed.
The minimum wage is UZS 1,271,000, and UZS 1,360,000 from 1 September 2026. So the financial aid limit is about UZS 5.36 million a year (5.74 million at the new minimum wage), and the gift limit about UZS 2.68 million (2.87 million).
2. PIT reliefs the employee claims
Part of the salary an employee directs to certain purposes is exempt from PIT. The employer can help with the paperwork:
- tuition (own, children's, spouse's under 26) at vocational and higher education institutions in Uzbekistan, and repayment of education loans;
- private kindergarten or school fees — up to UZS 3 million a month per child;
- repayment of a subsidised mortgage — up to 80 times the minimum wage per year;
- voluntary INPS contributions;
- retraining and professional development at private education providers — up to 8 BRV per year.
These reliefs reduce the employee's PIT, not the employer's social tax.
3. Special regimes
The best known is IT Park: until 1 January 2028 residents are exempt from social tax, and their employees' salaries are taxed at 7.5% PIT. Conditions and pitfalls are covered in our article on IT Park tax benefits.
4. White salaries reduce profit tax
Official salaries and social tax reduce taxable profit (the profit tax rate is 15%). Envelope payments are not deductible. If the company pays VAT and profit tax, part of the "saving" from envelopes is eaten up by profit tax.
Worked example: standard, reliefs, IT Park
The figures are illustrative and show the mechanics, not a ready-made solution. The employee earns UZS 10,000,000 a month and has a child during the year.
| Item | Standard | Bonus replaced by event-based aid | IT Park resident |
|---|---|---|---|
| Salary (month) | 10,000,000 | 10,000,000 | 10,000,000 |
| PIT on salary | 1,200,000 (12%) | 1,200,000 (12%) | 750,000 (7.5%) |
| Social tax | 1,200,000 (12%) | 1,200,000 (12%) | 0 |
| One-off payment of 5,000,000 | bonus: PIT 600,000 + social tax 600,000 | aid on birth of a child: 0 / 0 | — |
| Employer cost per month | 11,200,000 | 11,200,000 | 10,000,000 |
| Employee receives per month | 8,800,000 | 8,800,000 | 9,250,000 |
In the second column the company and the employee together save UZS 1,200,000 on a single one-off payment — lawfully, because the event is real and the amount is within the 4.22 minimum wage limit. Paid as a plain bonus, the same amount would attract both taxes.
What not to do
Envelope salaries
An unofficial part of salary conceals the PIT and social tax base. Once detected (an employee complaint, a gap between spending and income, bank data), the tax authority assesses both taxes plus late-payment interest and Tax Code penalties. The employee also loses pension record and employment protection, and the company cannot deduct the cost.
Sham "self-employed" instead of staff
From 9 February 2026 (Resolution PP-49 of 05.02.2026), the ban on a self-employed person having an employer applies within their self-employment activity. If someone works for you to a schedule, follows internal rules and receives a fixed sum, but is engaged as self-employed or under a civil-law contract, the relationship may be reclassified as employment, with PIT and social tax assessed. Different contract types are only appropriate for genuinely different work.
Aid and gifts without an event or above the limit
Monthly "financial aid" is salary. Anything above the limits is taxed in the normal way.
Where to start
- Review which payments you already make and whether they are classified correctly.
- Set out financial aid, gifts and medical care, with limits, in your remuneration policy.
- Collect employees' documents for PIT reliefs (tuition, mortgage, kindergarten).
- Assess whether a special regime fits you and calculate the effect in advance.

Frequently asked questions
What taxes are paid on salaries in Uzbekistan in 2026?
12% PIT is withheld from the employee's salary and 12% social tax (for most employers) is paid by the company on top; there are also INPS contributions of 0.1% of taxable employment income.
Is financial aid to an employee taxable?
Financial aid on statutory grounds (birth of a child, marriage, death of a relative, work injury) is exempt from PIT up to 4.22 times the minimum wage per year. Regular aid without an event is treated as salary.
Can I register employees as self-employed to avoid social tax?
If the relationship is in substance employment (schedule, subordination, fixed pay), the arrangement risks reclassification with PIT and social tax assessed. A self-employed person may not have an employer within their activity.
What PIT rate applies to employees of IT Park residents?
7.5% on salaries received until 1 January 2028; the residents themselves are exempt from social tax until that date.
