IT Park tax benefits in 2026 remain among the most attractive in Uzbekistan: residents are exempt from all taxes and mandatory contributions, including social tax, until 1 January 2028, and their employees' salaries under employment contracts are taxed at a personal income tax rate of 7.5% instead of the standard 12%. From 1 January 2028 to 1 January 2040, tax benefits (except VAT) will continue only for companies whose exports exceed 50% of total income, or for IT education companies that place their graduates in jobs. In return, a resident must engage only in permitted activities, pay contributions to the IT Park directorate and comply with its agreement.
Who can become an IT Park resident
A resident is a legal entity that carries out activities from the approved list (software development, IT services and other activities on the residents' list) and has signed an agreement with the technology park directorate. Registration is done through the IT Park website.
From 1 April 2026, under Presidential Resolution PP-388 of 26 December 2025, the benefits do not apply to residents operating as payment organisations, payment system operators, marketplaces or microfinance organisations. If your model is close to fintech or a marketplace, check which income remains eligible.
Main benefits for residents
| Benefit | Until 1 January 2028 | From 2028 to 1 January 2040 |
|---|---|---|
| Taxes and mandatory contributions, including social tax | Exemption for all residents on permitted activities | Kept (except VAT) only with exports above 50% of income, or for IT education with graduate employment |
| VAT | Exemption, including on IT services bought from non-residents | Not extended |
| Employees' personal income tax | 7.5% under employment contracts; excluded from annual aggregate income | Set until 1 January 2028 |
| Dividends to foreign founders | 5% (from 1 February 2025) where exports exceed 50% of revenue | Until 2040 on the same conditions |
| Customs payments (except fees) | Exemption for equipment and software for own use not produced in Uzbekistan, under approved lists | According to IT Park, until 1 January 2040 |
Reduced personal income tax for employees
Salaries received before 1 January 2028 by employees under employment contracts with an IT Park resident are taxed at a flat personal income tax rate of 7.5%. The standard rate for Uzbek residents is 12%. Note that the benefit covers pay under an employment contract. Payments under civil-law contracts, bonuses paid through third-party arrangements, or payments to staff employed by another group company do not qualify.
Conditions for keeping the status and benefits
- Permitted activities only. Benefits apply to income from activities on the list. Income from other activities is taxed under the general rules.
- Exports. Large residents have minimum export revenue shares: according to spot.uz, 20% in 2026 and 35% in 2027. From 2028, extending the benefits requires exports above 50% of total income for the calendar year.
- Contributions to the directorate. From 1 April 2026, a differentiated system of contributions to the technology park directorate applies: the amount depends on the company's income level and export activity. Check the rate for your company in your agreement and resident account.
- Reporting to the directorate and audit. Residents report to IT Park and submit an audit report. Failure to submit the audit report has historically been the main reason residents lost their status.
- Performance of the agreement. Breach of contractual obligations leads to loss of resident status, and tax benefits are cancelled with the obligation to pay the taxes to the budget restored.
Accounting specifics for residents
- Separate income records. Keep separate analytical accounts for income from permitted and other activities; otherwise the tax authority may challenge the benefit on all revenue.
- Export evidence. For every export deal, keep the contract, invoices, service acceptance acts and bank receipts. The export share, and from 2028 the benefits themselves, depend on these documents.
- Payroll. Apply 7.5% only to employees with employment contracts registered in my.mehnat.uz. Keep timesheets and orders: the rate is checked together with HR documents.
- Foreign currency transactions. Export revenue usually arrives in foreign currency: exchange differences and translation must follow your accounting policy.
- Electronic invoices. Even with the VAT exemption, domestic sales are documented with e-invoices.
- Calendar. A resident has two reporting calendars: one for the tax authority and one for the IT Park directorate. Follow the 2026 reporting calendar.
Typical mistakes that cost residents their benefits
- Mixing income from permitted and non-permitted activities without separate records.
- Exports documented without contracts and acts: the revenue exists, but there is nothing to prove its share.
- Applying 7.5% to contractors and staff without employment contracts.
- Missing reporting deadlines with the directorate and not submitting the audit report.
- Arrears on contributions to the directorate.
- Operating in sectors excluded from 1 April 2026 (payment organisations, marketplaces, microfinance) while continuing to apply the benefits.
- Assuming the benefits will continue automatically after 2028 without a plan for the export share.
Losing the status means not only moving to the general regime but also restoring the taxes that were not paid thanks to the benefits. It is therefore cheaper to set up accounting correctly from the start than to fix it after a claim.
A practical tip: once a quarter, reconcile your export share, the contributions accrued to the directorate and the list of employees taxed at 7.5%. It takes a few hours, but it lets you spot a problem before the tax authority or the IT Park directorate does.
